GE was a decent game but I've always been partial to Syphon Filter as being the best shooter of all time, at least from a single player point of view, it probably is. But then again, so many great shooters have come out over the years, especially the ones that feature online multiplayer. So, how can you narrow it down to just one game?
One unsung hero is that game Jet Force Gemini, also for the N64. Even though it was cartoony, it has some great shooter elements to it. But ultimately, you have to pick an FPS game to be the best ever, and it has to be on PC not console. Keyboard and mouse is the best way to play shooters. And in 3rd person games you can look around corners without exposing yourself to danger. 3rd person is great fun but serious shooters are 1st person and on PC hands down...
That being said, I'll take the Battlefield series on PC as the best shooter of all time.

How come no one mentions Time Crisis? That game came with an actual gun-shaped controller.
And I would say the Far Cry series on PC are the best shooters ever.

I'd say it's not even the best FPS on the N64.
My brothers and I used to play Perfect Dark multiplayer. Then one day I tried Goldeneye at my friend's house, and remember thinking "This is like Perfect Dark, except not as good".
That, and I liked Doom 64 (albeit, I played a fan-made port for the PC).

Mario Kart 64, Doom 64, Majora's Mask, Perfect Dark, Mortal Kombat Trilogy, Pilot Wings, Star Fox, WWF No Mercy, Mario Party. I gotta disagree. There was a nice library of great games on the N64.

I'll admit that Super Mario 64 and Ocarina of Time are some of the best games ever. That said, the N64 had far fewer good games than the NES and SNES did. The N64 suffered from a lack of third-party support, and there was not even a Metroid entry for it. The successor GameCube had a significantly better library, as far as I know.

I never really liked Mario 64 that much, always liked Banjo Kazooie and Banjo Tooie better. Donkey Kong 64 was also another great platformer on the system. Rare was really a great developer at that time.

I'm not saying that the gamecube didn't have more games on it, but does it have more good games than n64?
But don't mention harvest moon though, because harvest moon on the n64 is rated better than that game on gamecube.

In my experience, I tried to play some games on it. I only found like 6 games that appealed to me.
I never played any for very long, I didn't like them.

I've heard Goldeneye described as unplayable now, I don't know how common that opinion is, but I do find it curious considering I still play DOOM, Duke Nukem 3D & Quake and find those quite playable.

If you play the base game yeah it hasn't aged well at all. Heck even on the same console Perfect Dark is a far better game, and it should be seeing how it's made by the same team and the game came out later. If you get a mod that lets you use a mouse and a keyboard to play the game, it looks really badass.

Those other games play much more smoothly on modern hardware. Goldeneye is still an N64 game.

The fact the Goldeneye hasn't aged well suggests that it's definitely not the best shooter ever. Just remembered I played DOOM 64 on the PS4 and it plays pretty well, though having never played it on the N64 I don't now if it was modified for the re-release
