Well that is absolute nonsense. I'd say there is a pretty equal balance in real life. Another out-of-touch-with-reality privileged American. Okay, maybe it's more on the side of bad but if the bad guys always won there would be absolute chaos everywhere and nobody except the bad guys would be happy. Anytime a serial killer is caught is an example of the good guys winning. If the bad guys always won, there would be no good people left in the world.
And I thought I was a pessimist.

I'm not sure I agree with the examples.
Both Joker & Amon Goeth belong in B for me.
Still those are the villains I prefer. Ones that are distinctly opposite of what we think of as good. That's not to say the good guy needs to be their opposite as long as we can understand that the hero is flawed or has issues.

The OP considers the Joker mentally ill and Goeth brainwashed, thus they fall into group A.

I guess I was looking at it as one I would feel sympathy for.
I don't feel sympathy for Joker just because he's crazy or mentally ill.
Still those are my favorite villain types

I think Nicholson's Joker would fall into group B though because he is evil before he becomes nuts.

I think both have their place, but I tend to prefer your Type B villains. In general, I'm in favor of fun movies, particularly those that have heroes and villains.
I sometimes hear people complain about villains who lack motivation to be bad, that they are just bad for the sake of being bad, but those same people never question why the hero chooses to be good. Why is it that the default temperament is to be good and that to be bad requires motivation? Also, I've noticed that that question tends to come up when the villain has no personality. Few people question Hans Gruber's motivation in Die Hard, even though his motivations for being evil are paper thin. He's a great villain with a great personality, so he gets away with it.

I like villains who make threads forcing people into arbitrary choices.

I always like Female Main Villains. I think that they are almost always fun to watch.
