Seems like a very Scorsese-ish thing, although I'm not positive he's actually used it in any of his movies.

Seems like a very Scorsese-ish thing, although I'm not positive he's actually used it in any of his movies. It does something similar when Henry is introducing other characters in his narration in Goodfellas.

Seems like it's used a lot in TV shows, particularly the poor TV shows. Doesn't "How I Met Your Mother" do something like that?

The Emperor's New Groove had something similar to that effect, except instead of a record scratch, it was a film projector sound effect. It happened at the 23:38 mark.
