It looks more and more like Baldwin will shoulder the blame for this in court as he was also an executive producer from what I understand (and therefore responsible for hiring the key managers and directors). There are reports of protests about the lack of safety on the set in numerous areas- this will surely come out in court.
Additionally Baldwin was so close to the victims that he got blood on himself- it's going to be hard to argue he didn't see them at that range. Not pointing a gun directly at people or a camera with people around it is considered the first rule of gun safety on the set and the fact that he hit them creates irrefutable evidence that he violated this protocol. There will be shared blame but newer information is pointing mainly at Baldwin as the main culprit in both his management and his direct action.

I heard one analysis that suggested a bullet from a dummy round could have fell out of the cartridge into the barrel and got stuck, unnoticed, and then when a blank was fired the bullet was fired out of the barrel.That's why they rod the barrel when you leave a military firing range.

I read somewhere, that members of the crew, were "borrowing" the prop guns, and were using them with regular ammunition to shoot cans and such... First, Prop guns should only be used for movies, not for weekend target practice... But someone had to bring in live ammunition to do that... Second, crew members borrowing guns, should have completely unloaded them before returning them to the prop department... Third, every time the guns are left unattended, such as going to lunch, they should be checked again, before letting anyone use them for scenes in film and television... At this point, she clearly failed in her duties, to make sure the weapons were safe to use... Then, anyone else who took the weapons from the prop department should have thoroughly checked them before bringing them to the set... And even though, the gun was 'checked' twice... and usually that is enough... Alec Baldwin should have check it too... I wouldn't want to put innocent lives in danger by trusting someone else's word about devices that could still harm others.

It's looking like this movies Armorer and Assistant Director are legally liable and will be facing some heavy charges, and that there will be a whole heap of people liable in a civil case, which will include Alec Baldwin. It's a terrible tragedy and there needs to be less lax safety attitudes on set. This was a live round in a real, fully functional handgun, and I wouldn't be surprised if there was some careless person in the armory department who wanted to be the cool guy and carry a gun on location and there ended up being a terrible mishap.

Yeah, I saw that too. Stupidity, incompetence, negligence, they need to make an example of everyone involved, especially the prop master and producers.

It's a decent theory, but it should be taken with a pinch of salt. The lawyers obviously have an interest in taking the heat off their client, the set armorer.

That doesn't make any sense... They were supposed to be rehearsing a scene for the movie... So, I guess the Director didn't give a shit about the script, and wasn't doing his job of directing the actor, and just let Baldwin do what ever he wanted? What the hell was going on during that production? Was the entire crew just a bunch of five year olds messing around with a camera, while waving a loaded gun owned by their parents?It would be one thing if it was JUST a gun that had been accidentally loaded with the wrong ammunition... But these people are adults. This level of a lack of discipline throughout the entire production, is just mind boggling and should never have happened.
