First that comes to mind is Jurassic World: Fallen Kingdom.
The first half is very bad, but the second half goes full on horror movie and it is a lot of fun.
The movie that inspired me to ask the question though is Wrong Turn 2. I just watched it and the first half is quite bad, but the movie finds it's footing in the second half. One of the better direct-to-video horror movies sequels I have seen.

I wouldn't say the first half was "bad" exactly, but I thought The Mosquito Coast got a lot more interesting in its second half. Good picture though overall.

I remember liking the second half of Speed Racer better than the first half. But I only watched it once when it was in theaters.

Maybe my opinion would change after a second viewing, but I found the first half of The Howling (1981) to be pretty mediocre, but enjoyed the second half.

Well I like the movie overall, but I think most people feel King Kong (2005) is better in the action-packed, exciting second half compared to the overlong-but-not-bad first half.

Maybe my opinion would change after a second viewing, but I found the first half of The Howling (1981) to be pretty mediocre, but enjoyed the second half. I think the entire movie is mediocre, but I do agree that the second half is better than the first half.

Well I like the movie overall, but I think most people feel King Kong (2005) is better in the action-packed, exciting second half compared to the overlong-but-not-bad first half. The last 3rd is the biggest issue I have with the movie. I think the first 2/3 of the movie are all equally good. It is the final act that drags.

Transformers 3 , had good action in 3d in last act , rest of movie was pretty bad

Some 70's movies I saw might fit that bill: Earthquake is a real yawner until the buildings start shaking. Two minute warning has endless dull character development until the sniper starts shooting. Same for Beneath the Planet of the Apes- doesn't get going until they run into the missile cult.
Maybe it's a Charlton Heston thing.

I know I may be in the minority here, but...
Titanic (1997)
I've always been interested in the Disaster that surrounded the ship...
And never really cared about the "party" vibe that Ocean Liners had at the time... In addition, I didn't feel that movie needed the fictional story of Jack & Rose when there were so many real people on board who were just as interesting, and whose stories should have been told instead...
While there were some fun and interesting moments in the first part of the film... I just feel that it was only needed for the set up of the second half...
I've seen several films about Titanic, and I don't think any other film, tops Cameron's depiction of the Collision with the iceberg... Great editing, great tension, and great score... When I watch the scene, even today, I still feel that waiting for eternity, that even the crew had, of waiting for the ship to start turning away from the iceberg...
The rest of the movie, was almost just as good... from the passengers and crew, experiencing the ship flooding, to the ship falling apart... and finally it breaking into two, which every Titanic fanatic had been waiting 10 years to see on screen...
The second half of the film, is all I wanted to see, back in 1997... And it was worth it...
When I put the movie into my DVD player, I usually go straight to the collision with the Iceberg and only watch the second half, and skip all the earlier fluff, from the first half...
It just felt like two different movies, put together.

I love "Jaws" from beginning to end, but the second half with the guys going out to sea and hunting the shark is the more entertaining and memorable half of the movie.

No, it's the opposite the first half was better than the second in Fallen Kingdom. The haunted house scenes were poorly edited the dinosaur changing size and the stupid little girl alone makes it the worst part without question.

Because I did the first half of Fallen Kingdom had an Island literally blow up while the second half had a stupid little girl deliberately screaming to attract a monster to her. Also how many times have you watched the Titanic? It's one of my favourites.
