I don't think the Plains tribes would have ever built cities. They led a nomadic lifestyle like Mongols, Scythians, Cossacks.

There was lack of domesticable animals in the Americas compared to the Europe or Asia. For example, despite the iconic image of the Indian on horse, horses didn't exist in the Americas until Europeans arrived so I have doubts that they would advance on technological scale like the Europeans or the Chinese.

Teepees are usually thought of as cone shaped tents used by semi-nomadic and nomadic plains indians and I haven't heard of any natives claiming otherwise (though I might be wrong).
The Natives had several other kind of buildings, but with different names.
You can't really build towers or halls with tents. Well you can, but it would be wildly impractical.
