Here is my list of films (in alphabetical order) that won best picture, but didn't deserve it, in my opinion:

Around the World in 80 Days

I actually like Around the World in 80 Days. Yes, it's a Disney-esque film, but it's enjoyable nonetheless, with great cinematography (which it rightfully won an Oscar for). And I also like Tom Jones (I have it on DVD).
You forgot to mention Crash. I would add: No Country For Old Men (it was a weak year anyway) Driving Miss Daisy (super boring) Birdman (super boring)

For me the weakest film to ever win the best picture award is "Terms of Endearment" which is a film that for the most part I cannot tolerate. Over the years I have strongly defended "The Sting" winning. I think it is one of the best films of not only its era, but in film history. I think "Gladiator" was for the most part a mediocre rip-off of previous films like it such as "Ben-Hur" and "Spartacus"...when "Oliver!" won I was sputtering, however it has grown on me in the years since. However, I still don't think it should have won. "Shakespeare in Love" clearly did not deserve the honor. The only thing in the film I liked was Mr Rush. I saw an article over ten years ago looking back and lambasting "Rocky" winning over other strong contenders. I thought then as I do now that "Rocky" has had more impact on the culture of America and is far better remembered than its competition. I agree about "Hurt Locker" "Tom Jones" "Titanic" "Greatest Show on Earth" "Argo"....have to think about the others. I have pondered "Around the World in 80 Days" when it commonly is called undeserving...but I still like and support it. I saw it in original release!

I agree with you on the others.

I barely remember Driving miss Daisy, so I can't say if it was deserving or not.

Disagree with those two, while neither of them should have won in their respective years, I believe that they are both deserving.
Agree with most of the others though.

I'm surprised nobody mentioned Gigi or My Fair Lady. I don't know how people back in those days managed to sit through a musical. And I do not understand how The Sound of Music became such a colossal hit at the box office.
