Yes, there's been accusations of that in regards to Jar Jar in the past. They mostly lay under the surface nowadays.
However, if George Lucas ever says/does anything that the Twitter mob doesn't agree with (like having a differing opinion), those accusations of racism will resurface. People will then collectively say nothing but nasty things about Lucas, and Disney will distance themselves/the franchise from its creator. Mark my words. That's how the world operates now. I hope he lives long and happily without this happening. Luckily for George Lucas, he has the "correct" political leanings for the militant mob...so far.
Ahmed Best (Jar Jar Binks) in recent years talked about criticism he received after Episode 1 released - people calling him all kinds of horrible things including him being an "Uncle Tom" for doing that role. All the vitriol made him want to commit suicide. Awful.

There have been plenty of accusations of racist caricatures in the Star Wars franchise, namely in the prequels. Same goes for Indiana Jones, which George Lucas also produced.
