When i think about it, this question. What comes to mind is , is he likeable compared to any of the new characters in the sequel trilogy. I would actually say yeah, he is better than any person in the sequel trilogy. It's odd because he is demoralized by almost every other person he comes into contact with. At least in episode I where he has the most screen time.
Yet it seems like they put more thought into his character than any of the sequel trilogy characters.
I'm gonna say, at the time that the phantom menace came out, it would be weird and strange at that time to think that jar jar binks would seem like a great character at least compared to what we got later. Yet here we are.

He's annoying but I don't think the actor should had gotten flack the way he did.

He is the best part of TPM, too bad the complainers got him sidelined in 2 & 3.

He's annoying with the high voice and some of the words he uses. If George Lucas had picked a different actor to voice the character - maybe someone that sounded more like the Roos Tarpals character - Binks may have been received better.
Still, George Lucas doesn't get the credit he deserves for being an innovator with Jar Jar. He was the first to use such tech in a big movie. At the time there was no Dobby, Gollum, or Caesar. Jar Jar was the first.

I’m not a fan of the sequel trilogy, but to say Jar Jar is more likable than any character in them is a reach. Jar Jar is REALLY bad. He starts off as a coward who distracts or gets in the way of the Phantom Menace plot and never gets any better. I suppose the idea was to have him be the coward who shows courage in the end through character growth, but he just stays a coward then gets rewarded for it. When surrounded by droids he’s the first to surrender, while the other Gungans wanted to keep fighting.
I wasn’t too optimistic after Force Awakens, but I thought I’d, at least, want to see how the characters evolved (obviously, THAT proved to be in vain). I left TPM never wanting to see the Jar Jar character again.

They used his character better in The Clone Wars. But, in the movies, he was always annoying.

As a kid watching, he was one of my 3-4 favourite characters. As an adult watching, he's still one of my favourite characters. Never understood why he got so much hate from the get-go.
