Just watching an Episode of Star Trek DS9, where Jake goes to work with Chief O'Brien and his father gives him a Comm-Badge... and says that all station personnel wear them...
On the TNG Enterprise, crew members wear them as well, but not their children...
The only exception to the practice, that I know of, was Naomi Wildman on Voyager, but she was the only child on board.
I remember on an episode from one of the series, Voyager, perhaps... Where it is said that the Comm-Badges can be used to send out emergencies signals when they are damaged... in order to help search teams find disaster victims...
And so I wonder why doesn't EVERYONE have Comm-Badges?
Or at least some kind of a device that works in a similar way... since Space is dangerous...
Obviously, Children may not be disciplined enough to refrain from using them as communication devices, but you would think that there would be a need to track residents of a Starship, Space Station, or Starbase... and there must be devices that could be restricted in functionality to be locator devices, only...
As I recall, there was at least one TOS episode where a supposed dead crewmember was hiding on the lower levels of the ship... and they couldn't track him...
If a child got lost on a Galaxy Class ship, a device like that could come in very handy.
You would think in the 24th century, people would recognize them as valuable tools...

As I recall, there was at least one TOS episode where a supposed dead crewmember was hiding on the lower levels of the ship... and they couldn't track him... That was " Court Martial", where Lt. Commander Ben Finney faked his death. and pinned the blame on Kirk, all while hiding out in the Engineering section.
