i have seen people run windows 10 on 2gb of ram using those cheap $299 'laptops'.
the HP stream is a prime example.
i am more worried about only having 32gb of hard disk space, I'd say anything less than 128 is going to hamstring the laptop A LOT.

I've always heard that a PC is only as "fast" as it's slowest component...
At least the minimum that is required by your operating system... or other programs (apps) that you may want to run...
But "Need" really depends on what the individual user wants to do with it.
However, more is always better... Your computer will be quicker and you can multitask with it.
You also want to make sure to have enough for flexibility, in case you want to upgrade your operating system or other programs (apps), just incase they require more RAM that what your older apps required.
Try to find that nice balance between Need VS Cost.

There are people who still use 4GB/2GB RAM? My Acer Aspire Nitro 5 laptop I bought for $700 in 2016 with a fourth gen Intel Core i5-4210U CPU has 8GB, and it's a laptop I reckon I'd have to pay someone to take.

A lot. Back in the day, software developers would use every trick in the book to optimize their software to run on computers of the era. Now that machines are consistently higher spec, the developers seem not to care about optimization, which means you will need more RAM and a faster CPU.
Case in point: System requirements for ProTools in 2008 was 2MB of RAM. Now, it's 16gb ram (with 32gb or more recommended). ProTools, however, does fundamentally the same thing as it did before, which is record and mix audio. 32gb of RAM for an audio editor... that's some shitty programming right there.
So, more RAM is needed due to terrible programming practices.
