At this point, I think I might have a decent hunch as to what the hell is going on with the future of DC films. I think season 2 of Peacemaker will be released next year, and will be followed shortly by some Amanda Waller special or mini-series that will serve as a sort of epilogue to the DCEU as a whole. After that, the Superman movie that Gunn is working on will serve as the official beginning of the new DCU.
In other words, they are indeed doing a hard-reboot, but first they need to finish up the stuff that Gunn was working on before he got promoted to his current position.

THR reports that Gunn and Safran's comments were not received well by some of the studio's executives. According to THR, "there’s been quite a few ruffled feathers" since certain members of the previous DC regime remain at WBD. The new DC Studios co-CEOs were quite frank with their words, which included Safran affirming the Batgirl movie was "not releasable" and Gunn saying the old DC regime was "giving away IP like they were party favors at any creator who smiled at them.”
