I do agree that the first reveal is more noticed than the second. The first "I am your father" moment was a big twist and shock that lead to more questions at the climax of the film and set up three years of speculation as to exactly how this would be explained. The second one, it was another "I am your father" moment, where he completed that reveal. It was post climactic, and a moment of resolution, taking us to the end of the trilogy.
Two great scenes, and they work together quite well.

I always thought it was. It's part of the reason Return of the Jedi is my favorite.

Everyone remembers the first time we see his helmet off. In Empire. When the Admiral or whatever walks in on him.

Admiral Piett was a lucky dude. He walked in on Vader and was sure he was going to get wasted when the Millennium Falcon escaped Bespin but Vader was feeling merciful.

If he had been a really hot and hunky looking dude under the mask, it would have been a bigger moment. But instead we get a fat, ugly looking lizard and it's like, "WTF is that? Whatever. Time to move on. Next scene please!"

It works for being understated.

I was never really fond of the Humpty Dumpty makeup, or that they got someone older than Guinness to play his apprentice (which was established before the prequels).
