I'm searching for recent noir films. Specifically films from the last 15 years. Many of the 90s I have seen or heard of. But I'm sure that there are some obscure ones that I many not have seen like 'the kill off 1990'

You definitely need to see some of the classic noir films, if you haven't already. May I suggest the following:
Detour (1945) Out of the Past (1947) Murder My Sweet (1944) Double Indemnity (1944) Gun Crazy (1950) Pickup on South Street (1953) Kiss Me Deadly (1955)
As for modern film noir, I recommend:
Blade Runner (1982) Memento (2000) The Last Seduction (1994) L.A. Confidential (1997)

I am a bit suspicious of the label "noir" applied to movies since the mid-fifties, but since you specifically ask for films from this millennium, I would suggest that the following are all worth watching (and several rate higher than that) and, while a varied bunch, all have strong noir influences or atmosphere:

Have you seen Croupier with Clive Owen? James Ellroy even called it a better noir movie than L.A. Confidential, but that's probably debatable.

Yeah, I know you asked for recent ones, but you can't go wrong with the classics. For something more recent, try Blue Ruin (2013).

All joking aside, that's pretty freaking awesome. I've watched it several times. Cool song and margaret is hot. How the hell did she do all that wearing heels? All those high leg kicks and that flip really make me want to "meet" her. nudge nudge wink wink.

She's pretty amazing. The "how" may be thanks to her years of ballet training. Dancing en pointe is so brutal, most other dance/movement is a cakewalk after that.
So you're really sticking to your assertion that Kiss Kiss Bang Bang is not noir, not even neo-noir? Most seem to believe there's room for comedy in neo-noir, with Kiss Kiss Bang Bang and The Nice Guys offered as prime examples therein. I should see The Nice Guys again; both films move at such breakneck speed, there's always something more to catch.

How could you not like either movie or even smile? KKBB is the movie that made RDJ a viable option at actor again. The Nice Guys is the funnier of the two but both have several LOL moments. Two underrated very enjoyable movies. Sorry but to me once you start yukking it up a potential noir becomes simply a comedic crime movie or a parody. Some dark comedy can be acceptable but full out jokeyness disqualifies it as noir.

I have to admit it took me several viewings to nail down the plot of KKBB in particular. The Nice Guys is not AS hard to follow but it's still requires paying close attention. I would love to see a sequel to either but the chemistry between everyone in The Nice Guys was especially good. Crowe and Gosling are obviously having a great time working with each other. Movie kids can often be really annoying but Holly was not just refreshingly likable she was the heart and conscience of the movie. Also I live in Atlanta and was surprised at the end to see the movie was filmed here and not in California. I really loved both movies.
