This film boasts a theme song co-written by an Oscar-winning composer, plus a film festival named in its honor that has been held annually in Pennsylvania for over twenty years (barring some pandemic years). The title character has sometimes attended the event. What is the film?

I think you are referring to the "Blob Fest" held at the theater where it was filmed. (Composer Burt Bacharach)

I think you are referring to the "Blob Fest" held at the theater where it was filmed. (Composer Burt Bacharach) Correct! The annual Blobfest is held in Phoenixville, PA and features a tinfoil hat parade and a re-enactment of the scene of the audience stampede from the Colonial Theater when the creature attacks. According to IMDB, the original Blob has retained its original blobbiness and never dried up, and it is often on display at the event. Bachrach's theme, recorded by "The Five Blobs," is included on his Look of Love compilation album.
