I was just reminded that in the episode: "The Enemy Within", that Sulu and the rest of the landing party were stranded on the freezing planet because the Transporter was not working properly... and because the Writers hadn't invented the Shuttle Craft yet... BUT... The design of the Enterprise model for the show, which was used in the Pilot Episode... Had the Shuttle Bay as part of the design... So, if the idea of Shuttle Craft hadn't been invented until later on... Then what was this feature supposed to be, that would later become known as The Shuttle Bay?

I'd guess it was always a shuttle bay and the lack of shuttles in "The Enemy Within" was a mistake.

They may have forgotten to tell the writers that there was a shuttle bay. It sounds crazy but the same thing actually happened in The Man From UNCLE. When they custom built the UNCLE car they built all sorts of gadgets and weapons into it but never told the writers about them and so most of them were never used on the show.

The first season of ST has a bunch inconsistencies, United Earthship Enterprise, Vulcanians etc. it's basically best to ignore these.

Oddly, Strange New Worlds repeats the inconsistency with shuttles. There is an episode where Pike and Spock are stuck on a planet because a storm causes interference with the transporter but no one ever suggests taking a shuttle despite it already being established they have Galileo class shuttles.
