Did you ever notice that this might be the best game in the series for one reason: because it has no map.
So therefore in order to complete some missions in it you will have to learn how to navigate the city by memory. Instead of looking at a map every few seconds. And in that way , it simulates real life more than the following games that came out after it.
And if I recall correctly every other game that came out after this game had a map. But in this game, not so.
In order to finish this game when driving, you'll have to know where you are in the city by first learning the layout of it. Because there's no other way to do it besides that.
This game doesn't hand hold you by giving you a map. therefore giving an extra challenge to this game, therefore making it the best game in the series.
I realize that the other games, give you the option of looking at a map or not. So, if you wanted to you could play those other games without using a map also. But with this game you don't even have that choice. So, the fact that you don't have a choice in this game makes it better.

It doesn't have an in game map? I forgot that. It's been about 20 years since I played it. I think the game does come with a paper map though. I'll have to check my game.

I would say not having a map to show your location/ landmarks in the game. Is better at simulating real life driving. Because if you were doing missions in this game in real life you wouldn't know where your location was from any sort of map.
I mean sure they have like, internet maps when you drive. But if you were driving really fast like in this game, it wouldn't help. Because you'd be going to fast for it to keep up with you for one thing.
But I guess that's irrelevent since this game is set way before such things were invented.
I mean, this game does have a map if you pause it Iirc. But it doesn't show important locations that you need to know where they are depending on what mission you are on. Therefore it doesn't help you, which is a good thing.
If you go ahead and do a mission where you have to go in a pay n spray while being chased by people... in other games you could pause it look at the map. It'll show where you are and where that building is, then you just go there.
The in game map in newer games always shows you the correct route whenever you want. Then, you will never learn the layout of the city by memory because the game doesn't force you to.
But, the games that came out after this one are so much larger that learning the layout would be too hard to do.

Hmm I played this first on the Xbox where it has an in-game map. It would have been much harder without one!

Hmm I played this first on the Xbox where it has an in-game map. It would have been much harder without one! OH it is. For that reason . Which is why, out of the two games that came out after this one.
This game is still the only one I haven't beaten yet! Therefore the lifespan this game has is insane for me. INsanely good!
Like, this one mission where I gotta drive an ambulance in it... took me forever to beat it. Why, because it has no Map that's why.
Because, when I finally beat this game I'll get a sense of accomplishment that I didn't get in the two games made after this one. Because it has no in game map that's why.

GTA3 was a good game. I got it and Vice City at the same time (for XBox they were released as a double pack with GTA3 taking advantage of many of the updates of Vice City) and I kinda ignored it at first because Vice City was so good, but when I played GTA3 properly, I had to admit it had a better designed city and missions.

No in-game map sounds extremely tedious.
