Much of season 1 of Picard is spent on Rios' ship. He's not a part of Starfleet at that point, nor is Picard, Raffi, or Seven. We see them go to that club/casino or whatever it was where the pretended to be some kind of criminals.
I just saw the Billy Campbell episode of TNG where he's a Han Solo like character with his own ship hopping around the universe.
There's that other TNG episode about that soldier they capture. I forget his name, but he was enhanced. Really strong and skilled. Ends up he was in some kinda war on a planet where there's a few more like him.
It's really cool when you get to see stuff outside The Federation. I'd love to see a show about something that focused on those things and people not in Starfleet. Starfleet can still pop up, but not the focus. It would be something new for the franchise.

I was a loyal viewer of TNG, but didn't catch the other shows in the 90s. Been dabbling since Pluto has not 1, but 2 Star Trek channels now. Though The Federation is a major presence, I see your point. It wasn't just The Federation.

DS9 had plenty of material not focused on Starfleet, with Kira Odo & Quark being separate from Starfleet and Bajor not being a member of the UFP. There was also Jake who decided he didn't to join Starfleet. Still more material would be interesting to watch.

I watched the first half of Prodigy and that show has non Starfleet characters and takes place outside of Federation space, although they're on a Starfleet vessel and learning about Starfleet from Hologram Janeway. So another example of a Trek show not focused on Starfleet, hell there isn't a single Human main character on the show.

I like Prodigy well enough, it did have a couple of early bad eps, but improved as it went. I didn't have trouble getting into Trek cartoons - nor Star Wars cartoons - all the Trek elements are there and the animation format works better for making alien creatures and locations. I don't imagine there'd be Trek completely outside of the Federation, I don't imagine anyone would make a show or movie completely removed from it.
