If I'm irritated from not having chosen a movie, I'll decide on one early in the day and try to stick with it for the night. If that's the case it's one I tried to watch the previous night but couldn't because I wasn't in the right mood. Doubly so if it's something serious and my mind needs to be at its best to be impacted or take the journey. Running start, in other words.
Other time I'll forget and scroll. First I'll go through my DVR, usually. I'll look for movies I can watch and delete to free up the room. I love freeing up room. When you delete something, especially something over two hours, and the percentage of used space goes down. It's a beautiful thing.
Failing that, I investigate the movie channels followed Crave TV on Demand, then I'll look to my own DVDs and if I'm really desperate, Netflix. With Netflix I prefer to have an idea going in so I can put something in the search. Even if it's a director or a theme word.
If I have DVDs from the library, they're always what I'm thinking about before scanning the DVR because they're on a time-limit. If there's something I really want to watch in theaters, that will trump all the above.
If it's a 3 hour + movie I'd prefer not to start after midnight. The further into the night it gets, the shorter the movie I'm watching. I prefer to start a movie no later than two and have it end no later than 4-4:30am.
If I can, I prefer not to watch two movies by the same director too close together. If I notice on my movies list there's too many of a kind in a row (Criterion collection, black and white, same decade, etc.) I'll go out of my way to switch it up. I've been in the habit of using a few Criterion collection movies to earn either a superhero movie or a cult-y schlocky one.

For unwatched movies I have several streaming services plus Youtube (for classic movies) and have a watchlist with at least 10 movies on each service at all times so I pick 2 of those a day.
I also have a huge physical collection and for re-watches I pick whatever I'm in the mood for and I also often do genre or actor marathons.

It totally depends on the situation, such as am I with others(and who?) or by myself. Obviously there is gonna be some compromising if others are involved, but to what extent sort of depends on which people(family, friends, date) are involved in the equation. With others, I sometimes settle for a movie I think merely won’t suck, but it doesn’t always work out that way. Sometimes I get lucky in situations with others and get to watch exactly what I want to. Obviously if I’m by myself I will watch whatever the hell I want.

DVDs/Blu I grab a few each month & watch some of them out of that. I pre-plan yet not fully.
TV, I record intriguing stuff on AMC & Silver Screen Classics... & same, hold on to the recordings for a bit, & watch or not.

Its pretty easy for me to pick what tv show to watch, but i often have big problems deciding on what movies to watch.

Sometimes I choose a film or genre that fits my mood. Or, I watch something that's close to hand, or on television.

If I just want to relax and I know the story really well so I don't have to pay too close attention to it, I have a mental list of rewatch movies that I can see a zillion times. Their characters play like old friends.
Sometimes I'm in the mood for something new that I just purchased or rented on iTunes and I'm excited to see it. I watch one of these in my Recent Purchases folder.
Other times, I've been reading something about one of the actors in a movie and I decide to see the person perform again.
Lots of reasons.

I have a schedule of what to watch and when to watch for movies and TV shows. Right now, it's by release/airing order. Occasionally, I'll go off schedule, but usually I stick to it.
