I would rank them roughly close for overall quality. Both have a few great songs, quite a few good songs, and a long list of forgettable songs.

Not a fan of either. But U2 is better than Pearl Jam It's not even any contest. Pearl Jam wipes the floor with U2.

No, they're one of the very, very few bands who aren't. U2 actually, doubtless accidentally, made one song I like.

All I Want Is You. I even bought the LP that it's on in a fit of broadmindness, for a very low price admittedly, thinking there just might be at least one other decent song on it. But there isn't.

PJ put out 4 (5 in my opinion actually, but I realize most don't agree) albums where almost every song was great. U2 has nothing close to that accomplishment under their collective belts.
