Ishtar was a failed attempt at whatever it was going for.
Heavens Gate may be a very long drawn out film, but it is well crafted and can be appreciated...it just wasn't a box office draw for its time.

I don't remember Ishtar, but Heaven's Gate is not a bad film. Judge what's on the screen, not the production backstory or box office. Heaven's Gate (1980)

I might be mistaken, but I believe Heaven's Gate got some positive response after a re-edited version was shown on cable TV channel Z Channel. Or am I thinking of another film?
This wasn't the first nor last time a box office bomb got some notice through TV broadcasts (1939's "The Wizard of Oz" lost money at the box office, but became supremely popular thanks to annual TV broadcasts of the film).
