No, I think that the Emergency Services have been quite open about the difficulties they face in giving an accurate death toll for the disaster and the timescale involved in recovering and identifying the human remains. Namely:-
Police have already stated that the list of who lived in which flat that they have been provided with has proved to be inaccurate.
The police have stated that they have tried to check as many sources as possible to try to establish who may have been in Grenfell Tower at the time of the fire but have admitted that there will probably be visitors to the tower of whom there is no record at all.
Of the 129 flats in the tower block survivors have been identified from 106 flats - leaving 23 flats where no survivors have yet been identified. So for example, if no-one has yet been found from a particular flat we have no way of knowing if the occupants of the flat had visitors at the time of the fire or not.
Police and Fire Brigade officials have repeatedly stated that the intensity of the fire may mean some victims are never identified.
Authorities have repeatedly stated that the number presumed dead could rise.

I don't get how the lives lost can be covered up, because there would be those questioning about the whereabouts of somebody. It would also be very likely that if a person that was missing or unidentified, there is a high probability that somebody would be aware of that missing persons connection with somebody who lived in the tower.
