I refuse to listen to the opinion of anyone whose mouth moves at the same time as the words are said.
Aside from China and Japan, I think the only other Asian film I've seen is THE KING OF WHITE ELEPHANT. It was pretty good.
The Chinese seem to make their characters into total personifications, especially in martial arts films. For example, THE FOUR ASSASSINS clearly deals with four working class sections of people whose work develop the muscles needed for war.
The Japanese films seem to think of people as more of caring individuals with philosophical sides. SEVEN SAMURAI is really about the FOUR FARMERS who fetch the seven samurai. These eleven, along with Manzo's daughter and a few others, all have great development. In fact, it is the way the seven samurai come into the power struggle between Manzo and Mosuke that we see the strengths and weaknesses of the characters. Even though Manzo represents the conservative power of the village, leading the cowards and killers of wounded samurai (Manzo and Yohei), the samurai seem to take their side over the minority of stronger, more honorable liberals (Mosuke and Rikiki).
In NANKYOKU MONOGATARI, we at first think the Japanese leave the dogs in a horrible situation on purpose, but then on the trip back, we see that they did this unintentionally. When the two men return and hope to find the dogs alive, Taro and Jiro leap to them with love, even though they were abandoned. All is forgiven.
Forgiveness seems to reign higher in Japanese films, making them more acceptable to Christian themes. The Chinese seem to have more Old Testament values.
So, just like the Bible, the Old Testament Chinese action themes of revenge and war are more entertaining, but the New Testament ideology of the Japanese are more fulfilling.

I havent seen enough Chinese to assess their films but Japan has Godzilla, Kurosawa, Miyazaki....

After that - an equally clear second place, and perhaps ahead of Japan right at this moment - is India.
