Will only be used this summer by "which button do I press" users. Something better than phone camera
Like Manuel, I know nothing, hence my reluctance to spend money on this.

Argos. Nikon Coolpix. 50 sovs. I bought one for Mexico City. All the elevation and heat didn't affect the camera. Really good little camera, runs off an AA battery. Nowt special. You press the button and the pics come out good.

Unless the cell phone in question is an old one or a really shitty one, there is a very good chance that its camera will actually be better than any cheap, simple camera you might be able to find.
