I have to wonder why you would consider him NOT to be a gangster. He's willing to violate the law when he stands to reap a sizable profit (on the assumption that he has sufficient power and money to buy his way out of punishment), has no problem exploiting tragedy for his own gain, and essentially destroyed a small town for the same reasons. Is the absence of strong-arm thugs in his employ where you draw the line? The biggest thieves in history didn't carry weapons. |
