Obviously they're building up to Darkseid like the MCU has been with Thanos, and Steppenwolf does has a similar function as Loki did in The Avengers as they both serve their masters respectively, but Loki was just a lackey/another minion really to Thanos. I know Steppenwolf is Darkseid's uncle, but just from what I know about the two characters, it seems like Steppenwolf is more of his own entity from Darkseid and could probably even match him in battle. I know he has the parademons for the invasion, but just from the trailer, Steppenwolf looks really hands-on, going up against each member individually, especially Wonder Woman and Aquaman, which I'm excited to see, because in the Avengers Loki was mostly overseeing his own invasion rather than going up against each Avenger individually. So I like how they're taking that approach with Steppenwolf.

Steppenwolf seems like a good villain so far, but he is a conqueror and Loki is a charmer. Considering he is the trickster and prefers to use his brain, Loki is quite adept physically when necessary. Throughout the film he did have individual moments with each avenger, including son of Coul. He encountered Hawkeye in the opening and fought Cap in Germany. In the climax he had lots of moments- stabbing Thor, the chariot chase with Widow and Hawkeye, the tower with Iron Man, and the puny god smashing. His priority was getting he invasion underway and keeping everything moving. Plus his style is to manipulate and use mental tricks wherever possible. Still fair points about encountering each hero.

Then again, MCU villains have always been weak. The Chitauri had no superpowers. And Ronan the Big Bad Destroyer was defeated by a Dance-Off. That's why MCU movies are so bad. The villains are so weak that they never present any serious threat to the heroes. Unlike DECU, where Zod and the Kryptonians were a serious threat in MoS and Steppenwolf is a serious threat in Justice League that even a badass like Aquaman thinks they're all going to die.
