Here is how I rank the best Doc Ock(Spiderman 2) Green Goblin(Spider-Man) lizard(ASM) Vuluture(Homecoming)
The others were just plain bad(like Venom) or too minor(like Shocker and Montana)and are not worth. Mentioning.

Sandman had promise, and played sympathetically, but was stuck in a pretty shit movie

Doc Ock Green Goblin Sandman (The Raimi villains had that gleeful comic book quality where it was just a real treat to see them on screen.) Vulture (though I was not loving the design) Venom (What?! Yes. Venom. Sure, Brock was miscast and poorly developed, but the design was awesome and TASM villains all sucked) Lizard New Goblin (SM3) Electro (Complete shit) Rhino (Complete ass) TASM 2 Goblin (Unspeakably bad) Shocker (A total fucking waste of a great villain!)

From favorite to least favorite:
Doc Ock: Spider-Man 2 is my favorite Spider-Man movie, and Doc Ock was a great villain.
The Vulture: I didn't know what to think when I heard he was going to be the main villain of the new movie, as in the comics he isn't a major Spider-Man villain. But the film managed to make me care about the character, and for once the Vulture felt like a worthy nemesis of Spider-Man. The plot twist was good too. I didn't see that one coming.
The Green Goblin (Norman Osborne): Still such a great villain. He's both funny and threatening. If there's a flaw it's that he looks more menacing outside of the suit than he does when he's wearing it, due to the bad design.
The Lizard: Great character depth. I love stories about inner struggles with power that can lead characters to go the wrong direction. It's powerful in my opinion.
The Green Goblin (Harry Osborne) (Raimi trilogy): He was probably the character with the most development (other than Peter) in the Raimi trilogy.
Venom: He's this low on the list due to the way the filmmakers treated him. Venom is one of the major villains of Spider-Man lore, and the filmmakers reduced him to just the climax of the film and then killed him off. It would have much better if Peter hadn't defeated him at the end, and Venom could have returned in a Spider-Man 4. Probably the most underused villain of the original trilogy, and it is unforgivable.
The Sandman: Honestly, this character could have worked (a sympathetic criminal who cares for his daughter). But with all the other things going on in that movie, the Sandman storyline felt shoehorned in, as if it belonged in an entirely different movie, and the retcon of Uncle Ben's killer was appalling. I actually edited the film once and cut out Sandman entirely (so that Venom is the only villain in the climax), and it honestly felt more coherent without him.
The Green Goblin (Harry Osborne) (Mark Webb films): Boy was he just stupid. And we didn't even get to see his father be the Goblin first! I mean, that's the villain everyone wants to see, and they just skipped right over him.
Electro: His character arc made no sense. Since when does a good guy suddenly become a bad guy just that fast? And the dubstep was stupid too.
The Rhino: That was NOT the Rhino. That was a stupid guy in a robot suit. Yes, I know it's "more realistic," but you should never say that the reason your not using an idea from the source material is because of realism (that was a problem with the Dark Knight trilogy also). Stupid, underused, gone wrong, villain. Ugh.

Vulture well written and performed. simultaneously intimidating and relatable. having him scavenge alien tech was a very clever play on the moniker. not sure i'm sold on his helmet but the fur-lined flight jacket was inspired.
Green Goblin maniacal. gleefully villainous. dumb looking.
Doctor Octopus Molina did a great job. costuming and fx were excellent. he took part in what are even still probably the best Spidey action sequences. but the characterization was weird. i don't want Doctor Octopus to be sympathetic. he's a criminally insane mad scientist!
Sandman clumsily written but perfectly cast and the fx were very neat.
Shocker (both) they were fine. should've had the full suit, though. it's a good design and actually would translate pretty easily to live action.
Rhino i might catch hell for this but i thought the mech rhino suit was cool.
New Goblin good motivations and one of the few roles i've liked Franco as an actor in. the utterly lame Xtreme Sports aesthetic ruined it.
Amazing Goblin minor points solely for looking cool.
Lizard meh.
Venom Raimi never wanted to use Venom and he shouldn't have because he clearly doesn't understand the character. symbiote fx looked good i guess? i don't actually remember them very well but i assume they did.
Electro what.

I have never been a fan of Shocker whether it comics,Games or cartoons hes too bottom of the barrel. With Feiges intrest in using new villians I thought he would make Shocker intresting but nope hes just as boring in the other media
Jackson Brice Aka Montana is pretty much a cliche Henchmen who is made an example of.
I hope the sequel isn't crowded with comic villians that are just gonna be disposable henchmen.

Mentioning. I think Vulture is definitely at the top now. Ock and Norman are a close 2/3 for me, and I don't know which order. Honestly Sandman was done pretty damn well.
