I would say 89 by virtue of the fact that it's a better Batman movie (while Returns is a better Burton movie).

Both are artistically interesting CBMs and represent milestones for the genre. Even though the second one is visually even more refined, I may prefer the first one a tad, because of the great dynamic between the anatgonist and protagonist.
In these good vs evil movies, I need a good evil to keep me interested. As the unwritten writing rules state:
- Hardest thing is to write a good villain. - A hero is just as good as the villain he faces.

Batman 89 is the best Batman movie ever IMO. Batman Returns is also very good.

Returns, but both are amazing. And Burton's Gotham is my favorite Gotham and overall favorite comic book movie aesthetic of all time.
