I think it should be a super villain group. “Darkseid worked behind the scenes, using superpowered minions in his schemes to overthrow Earth, including working through Intergang, a crime syndicate which employs Apokoliptian technology and later morphed into a religious cult that worships Darkseid as the god of evil.”..Maybe we can see a similar route to this. Therefore, we can see a super villain group like Legion of Doom or Secret Society led by Lex Luthor which would make sense since he is the only one as far as we know to make connect with a New God. Then we can have Darkseid show up for a moment at the end. What do you guys think?

I suggested a combination of both. Intergang is introduced as a sleeper cell for Apokolips then it evolves into the Legion of Doom with Lex Luthor in charge.

I can see him in both a JL sequel and MoS sequel It would be cool to see MoS 2 lead straight into JL 2. Almost like Superman couldn't hold Brainiac by himself, so the entire Justice League is called in. |

Yeah Brainiac is a definite Justice League level villain like Darkseid, I'd hope they wouldn't use him in just a solo Superman movie.
