Under Siege is good too but it's more by the numbers and doesn't have Sean Connery and Nicolas Cage playing off each other to great effect. The Rock also has remarkable style and a terrific score from Hans Zimmer. |

Tough call as I enjoyed them both. The Rock is Michael Bay pre-super extravaganza, when he was still actually displaying some restraint and talent as a director. Great chemistry between the leads and an absolutely killer supporting cast. Under Siege on the other hand has Steven Segal before his ego took completely over, a none-too-shabby supporting cast of its own in Tommy Lee Jones and Gary Busey, and as Cheetah mentioned, titties! Both have well-staged, tense action set pieces, and memorable settings in Alcatraz and the USS Missouri respectively. I'm going to give a VERY slight edge to Under Siege as it was more of a pleasant surprise that it was as good as it was, whereas The Rock pretty much was what I expected.

The Rock, being set in San Francisco, has a car chase. In San Francisco.
The Rock is my choice, even though Under Siege is also worthy.

Both are action movie classics but I had to side with Under Siege. It's Steven Siegal at his absolute best and Gary Busey always made these kinds of films better.
