If you say something mean spirited about heterosexual Latino men, heterosexual white men or heterosexual Asian men it's comedy. If you say something that is not at least borderline worshipful and/or MIGHT possibly be interpreted by someone somewhere as having the potential to hurt a black guys, any race woman or a member of the LGBT community's feelings it's offensive.
If the non black male is a Muslim they default to the second group.

I think this is actually a great question and one that is not easy to answer. I had this debate with someone very recently. We were talking about if it is ever acceptable to joke about 9/11. I think it is. Now, with so much time having passed. But it certainly wasn't ok back then. Someone once told me that comedy means a tragedy plus time. So thats one way to look at it. Time OR distance.
Another way to look at it is intent. I would consider offensive something that was created/said with the purpose to (or knowing it will) offend. For example: I know that I as a white person, am not supposed to use the n-word. (while black people seem to be able to). I am not a super-fan of this division of word based on color of skin, but I understand and respect thats the current situation. So using that word (even though I know it offends the group) in a joke I would consider offensive. Even if the joke was really good.
So I would say its a joke which doesn't consider context (such as time having passed or a knowing using it is directly hurtful) of the material you are using in your comedy attempts.

Almost all comedy is offensive to someone. Some forms of slapstick, self-deprecating humor, and puns can get away without being considered offensive, but that's about it. After that, it mostly depends on how offensive it is and to how many people before there is an outrage about the humor.

Katt williams is offensive and not funny.
To me, if it is offensive but meant to be funny, there must be SOME truth to it.
there has to be SOMETHING to base the 'stereotype humor' on it. Heck, even Chris Rock made fun of the Koolaid that blacks apparently love!
it is offensive to you because you are deep down, embarrassed that your [whatever] 'do' what the joke says. or that you do, yourself.

Offensive or comedy? to me this is funny. mildly, but still funny. but it would be interesting to hear what an east indian person thinks about this. I recently got this text "hurricanes should be named after Muslims. Nobody is cared of something called Irma. But people would react differently if they heard on the news that Abdulah Category 5 is coming to their house and they need to leave". Coincidentally, I got it from my muslim friend. who found it hysterically funny. Which did surprise me as I thought she would find it offensive. So.. overall, its really hard to judge these days..

to me this is funny. mildly, but still funny. but it would be interesting to hear what an east indian person thinks about this. A real jerk boss of mine told me that joke, but it was cute I thought. I wish I could tell my St Peter/bat joke but it will offend some (racially tinted).

My father was once assistant commissioner of NYC bridges and he laughed out loud when the Simpsons made the joke about the 59th street bridge....
If it's done well and it's true, you gotta give credit where credit is due.
