His success with Arsenal was built on the rock of Graham's defence. He added some flare and won sporadic titles as a consequence (but never dominated).
Had he inherited what Fergie built, he might have had the same kind of impact but sooner or later, his inflexibility would have found him out again.
Even when he was good, he couldn't ever build on it.
Great managers win successive titles.

Yeah, that seems fairly logical. He probably would have done s bit better though at Man United with the extra money to spend and not having his players stolen from him quite so frequently.

Not a lot of people know this. In 1969 ManUtd legendary manager Matt Busby retired and they had a problem finding the right successor. They tried Wilf McGuinness for a while but eventually asked Busby to take over again on a temporary basis until they found someone suitable. Over the next 10-15 years they tried, Frank O'Farrell, Tommy Docherty, Dave Sexton and Ron Atkinson before SAF arrived. But way back in 1970 when Busby was moving in as caretaker manager, they offered the job to another LEGEND, who said NO. It is fascinating to speculate on what might have happened if said LEGEND had accepted the opportunity....who knows ? That LEGEND was JOCK STEIN

And he died in 1986, which was the year Fergie took over. Why did he turn it down? I suppose there wasn't really a gulf back then?

Perhaps he might've done better, but honestly hard to say.
