It sounds like he was just mocking the idea that they only kill black people... not really saying that they do. Now, it doesn't really show the context of why he was mocking the concept to the drivers of that car.. I'd throw this in the pile of " Things that I don't care that much about" as it doesn't really seem that great of an offense.. and still seems like a rather bone-headed thing to do.

Why would he even say that in the first place? Doesn't he know he's being recorded? Maybe he should be kicked off the police force just for being so apaulingly dumb.

You can watch the video. The woman was anxious and keeping her hands up, as she explains because she's seen far too many videos of trigger happy cops...when the cop responds with his comments. That's the context. If it was a joke it was a very poorly timed one, on camera, on duty, to a woman who was frightened. Not exactly the best time or place to be making racially charged jokes.
But that's if it was a joke, and unfortunately I can't make that assumption.

If that's what the reprimand is for telling a bad joke, then so be it. I'm just saying that I don't care if he stays because of it. Of course, if he told me a joke about killing black guys, I would laugh like it's the funniest joke on the planet...

In context, his comments were clearly aimed at attempting to gain compliance by using the passenger's own statements and reasoning to avoid making an arrest," which doesn't really lend itself to parsing it as a joke (though I wouldn't say it excludes that completely).
One thing I thought was curious, though, was this: why is this just coming up now when this incident occurred over a year ago? This is a new story, but the dashcam footage is from July 2016. So how did this just become an issue now?

The reasons they were not disclosed immediately could be as simple as people either not paying attention to the webcam or not thinking it was a big deal.

Would you concede it's a matter of conduct unbefitting of law enforcement and that he should be reprimanded somehow? There are two threads on this subject on the Politics board, and the level of apathy of some towards this for the whole 'Hey, it ain't me he's talkin' to or about, therefore I don't care' is a bit disconcerting, yet unfortunately not shocking.

Well... Yeah. Hence the rest of the quote that you left out: "and still seems like a rather bone-headed thing to do." It just seems like a really stupid joke to make. Do we need the pitchforks for this?.... Not really. He was just trying to be funny/light hearted as he was trying to calm a panicky driver. The news keeps putting up " Police Officer: 'We Only Kill Black People'." as a banner... as if he was admitting this to be true. That's just as stupid and as reprehensible. Do I think HLN needs to be taken off the air?... Nope. EDIT:Should he be fired?... I dunno.... Probably... But, I guess it would really depend on his record for not being a dumbass during pull-overs.

Say one of those people went to court and his case was "Well you know your honour, assault isn't as bad as murder. There's way worse criminals than me out there!" That would be a perfectly reasonable thing to say. It would be a perfectly true thing to say. It would also be entirely irrelevant. The cop did a "bad" thing. "Other things are even more bad" is true, but so what? It literally has nothing whatever to do with this incident.
