Utterly stupid. It encourages defenders to injure players who they're fouling in the area and it will do jack shit to stop players from diving. You would have to be an extreme shithouse to stay on your feet because you're scared to take a penalty, realistically any player would be delighted to get his team a penalty even if he has to take it.

I don't think it would have much of an effect on diving, but I like the idea of not inflating the numbers of the top goal scorers. It has always bugged me that penalties are counted the same as any other goals when tallying up the numbers.

In theory I think the fouled player should be the one taking the penalty, but I defer to you guys as to the practice.

I don't think it would matter in regards to diving but it could be fun to see the offended player take the kick.
I remember watching Pele on telly years ago complaining about free-kicks in the way that he might be brought down and there are three defenders between him and the goal at the time of the foul but when the free-kick is taken, the entire team gets to come behind the ball again. His idea was that the number of players behind the ball at the time of the foul should be the number of players behind the ball for the free-kick.

His idea was that the number of players behind the ball at the time of the foul should be the number of players behind the ball for the free-kick. That's a brilliant idea, never heard that before. Would obviously make it a lot more complicated for the ref and there are a few details that need to be worked out, but that should definitely be done! A situation I particularly hate is when a team is about to break on the half way line, and they have them outnumbered say 4 v 2, and a defender or winger or someone takes the attacking player out to stop the play, they pick up a yellow card, but they get to put everyone back for the resulting freekick and the danger is passed. The penalties in those situations need to be a lot more severe. They call it "taking one for the team", but I prefer to call it by its proper name; cheating.
