Even with Lady Shiva though the justification they used is wrong imo, wanting revenge on Oliver for the reason they used doesn't work, it's a thing they constantly do in the show in that they get so close to a logical and reasonable point but then fuck it up, it's like in S4 when Laurel brought back Sara, the argument she and Oliver had could have worked but it didn't because the writers choose the wrong elements to use, instead of being mad Oliver never told her about the pit after saving Thea Laurel's whole you don't tell me because you don't respect me pov would work if she were arguing about how he didn't tell her he was facing Ra's the first time, or that he was going to trade himself for Thea's life, because that's the truth where as the why didn't you tell me about the pit makes no sense as Oliver practically spent no time with Laurel to tell her about it, but everyone else had months to tell her but didn't, so why she was angry with him made no sense and she should have been more pissed at everyone else for that than him.
If Talia's grudge was because Oliver basically destroyed the League which she viewed as her birth right then that makes sense, hell that could ultimately tie in with Chase and his anger to Oliver because Oliver destroyed his "birth right" as well, which would explain why finding out his father hated him and was about to disown him or whatever it was Chase pretended to break over wouldn't matter to him, or if they both hold grudges because Oliver didn't simply kill their fathers but took that away from them, makes them more evil and petty but makes 20x more sense than the shit they gave us.
As for Anarky I agree they messed that character up, and he would have been a great villain for S5 or S6 had they not wasted him, I mean a anarchist inspiring the disillusioned into creating anarchy would be the perfect set up for Oliver to face as a season long problem both as Mayor and as Green Arrow, also it would fit with the shows pseudo batman motif and give Oliver and the show their own Joker style villain, this would have worked better as a reason to have the villain stick around as much whilst facing off regularly with the good guys also, Anarky could much like Joker see GA as the ying to his yang, that without order there cant be disorder because if all things are chaos then chaos is the norm sort of thing, so Anarky would want GA alive because he gives him contrast and a challenge to face and the insanity for this could make sense, unlike with Dahrk and others who just keep Oliver alive because it's a TV show and we need to stretch this out over 23 episodes.
Arrow's general lack of sense is the thing that annoys me most about this show, like Oliver wanting Diggle to become GA, Diggle is proven to be a bad archer, also GA spent a year with his arms shown bare to everyone meaning they all know GA is a white dude, it's a bit odd that after OQ gets outed as the GA then suddenly the GA grows about 2 inches puts on about 20lbs of muscle and becomes black, like sure no one would suspect this at all right? fucking muppets.
You are right about Anarky being a good villain for the Green Arrow and something tells me the writers of the show didn't know much about the character and just wanted to bring in a villain who reasonably known so they went through a list of Batman villains and chose Anarky and they ended up with a generic villain that didn't even remotely resemble the original comic book character. I hate it when they do that and I would like to see Anarky done right on screen and maybe we will with the upcoming solo 'Batman' movies or they will use him in 'Gotham' like they are now using Ra' and Solomon Grundy who previously appeared in 'Arrow' but hopefully we don't see him on 'Arrow' again after what they did with him and he doesn't turn out to be Vigilante. It is actually funny you compared Anarky to the Joker 'cause in the Anarky comic book series it turned out Lonnie was the son of the Joker but when you look at a biography of Anarky on Wikipedia like this one.
I have no idea how the writers came up with the character they gave us 'cause he has absolutely nothing in common with him aside from the name and I can only imagine what his creator, Alan Grant thinks of the version 'Arrow' did since he blasted DC in the past for poorly handling the character in the comic books. It is amazing how bad some of the adaptions of villains we have seen in the 'Arrowverse' and looking at what they did with Hawkman it is probably not so hard to see why they messed up with Anarky. That being said I am surprised over Diggle taking Oliver's spot as the Green Arrow but I think that is only going to last for an episode of two and Oliver will take over the mantle again when Vigilante reappears in Star City or Richard Dragon appears and does something. I find it odd we have yet to see Richard Dragon when they are up to the third episode of 'Arrow' this week and most main season villains we have seen before this.
