PL rules forbid approaches before the contract is expired completely. I think he could negotiate with British non-PL clubs but I don't think that's realistic.

Usually this is confirmed after a fee is agreed. Fellaini's contract is coming to and end, in the final 6 months of his contract non-PL clubs can approach him and he can sign an agreement with them to play for them from next summer without United's consent. PL clubs would need to get permission from Manchester United.

If it is true Mourinho has to sell, I'd be thinking of trying to flog Mata, Mikihitarian and Lingard while he still (might) be able to get a fee for them. I mean they are good players on their day, but they're not top drawer. I'd use that money to find someone world class, don't know who exactly though. Might also leave them thread bare, but it is clear to me those guys are not consistent enough to bring home titles. Squad players at best.

Lingard should be off-loaded, not because he's not top drawer, but because he's dreck. I mean utter ghetto shit, the worst type of Premiership narcissist with a problematic work ethic. He showed signs, but he's at United, scored in front of the faithful, danced his little celebratory dance. And shit, job's done, right? Mata and Mkhitaryan the opposite. I believe both to be world class. I'm not entirely sure why it's not apparent week-in week-out, maybe the coaching, maybe Mourinho himself, but you can't watch them play and not see it. Mata has displayed it since Chelsea and has never been anything less than consistent (where you find this allegation against Mata is beyond me). It was always said that Mkhitaryan was a confidence player - his Bundesliga awards were not for naught - and his absence for the first few weeks (months?) of his United career were due to this - but while playing he's shown pure class and, in my opinion, deserves a first-eleven place whenever available.

Okay this will sound very harsh, but Mata is too slow and too weak. When I see him running he runs with his arms by his side. The worst running technique I've seen from a professional footballer. Why has no one told him to get those arms pumping? Okay he is a good technical player, pops up with the odd goal, he is clever and a good guy from what I can tell, but if you are slow and and weak you need to be drawer and I don't think he is. Just my humble opinion. And as for Mikhitaryan (I'm gonna go with your spelling here), he is even worse. Okay he can occasionally look speedy, and occasionally look competent against the dross, but every time I have seen him against top class opposition he has been invisible. Absolutely anonymous. I honestly didn't even know he was on the field on Sunday until Mourinho hauled his arse off the field. I've just remembered he scored that goal against Tottenham last season, but apart from that and the scorpion kick and the tap in against Ajax, what has he ever done? There are some really bad teams in the Bundesliga so I wouldn't even give much credence to any awards he may have won over there. I agree Lingard is no good, a squad player, no more. Maybe a useful option on the bench, like the other guys. I'm not saying they are terrible players by the way, they can look good against bad teams, I just don't think they are anywhere near the level of your past players like Giggs, Rooney, Beckham, Kanchelskis, Cantona, Ronaldo etc. You may say, "well not many players are", but surely that is the benchmark?
