Ralphie probably did it, but Tony killed him in a rage before we ever found out for sure. The vet bills were piling up, and Ralphie did just have Artie Bucco's restaurant torched, so it was a safe assumption.

the bullet used to put her out of her misery after the fire was set.
and ralphie lit the stables on fire. he was the only one who had any sort of motive or reasoning to do so. no matter how retarded that motive or reasoning was, it was a motive or reasoning.
the vet bills were piling up and ralphie falling delinquent to the vet, the vet refuses to further treat her without payment. the trainer/lady called Tony in the middle of a stormy night. he went down there personally with I don't know how many thousands of dollars he just happened to have in his ass pocket and paid the vet. he then sits with her during the night petting her and sending good messages.

Ralphie had beaten to death his pregnant junkie girlfriend so anything goes with Ralphie.
Tony's animal sensitivities was one of the more amusing things about the show.
Like the episode where he is talking to his brother-in-law (forgot his name-the fat guy who wasn't really violent or obnoxious--oh yeah Bobby) and Bobby tells him that his father was a hitman but he couldnt kill anyone-though he is a hunter. So Tony deliberately gives him the assignment to murder the French Canadian student so he will end up haunted by killing someone not even connected to the mafia.

Sylvio had it done, under Tony's orders.

I don't think Ralphie did it. The actor said he played it as if he didn't anyway. Tony murdered Ralph because of what he did to Tracee. He had his heart set on killing him. Tony was very obsessive throughout the show although he did pull himself back at times like with Paulie on the boat. It's sort of confirmed his mind was on Tracee at the end when he sees her pic.

artie's restaurant got torched by tony's say-so because junior was gonna whack someone there and tony didn't want artie involved. artie was too nice a guy to deal with mafia stuff so tony had sylvio blow it up before the hit ever took place. and the old vesuvio's [god I never liked that name] was gone before livia was too far gone. 'tony torched your restaurant, artie!' which was all in season 1. Ralph didn't arrive until season 3.
ralphie did a lot of bullshit: killing that stripper whom he knocked up, being an in-general douchebag to valentina, who in turn was a douchebag to tony, the stupid crap with the bows and arrows that his sons had a hold of and then having them do the crap they did while he is in the stupid assed tub like the queen of England...
