Justice League is.
This is the Batman movie I've been waiting to see ever since the 1989 film.
Awesome Batsuit, awesome Batgadgets, awesome Batvehicles, awesome Bataction, and totally badass (Batass?) Batman.
Ben Affleck is now one of my three favorite post-Adam West movie Batmen, along with Michael Keaton and Christian Bale.
But really, none of the Batmen are bad or terrible. I've enjoyed all of them, they all wore their various suits well. The movies have varied in quality, sure, but none of that is the fault of the lead actors.
Sure, this is Justice League, and even though the movie begins and ends with Superman, it is basically a Batman movie. It could have easily been called Batman and the Justice League, Batman: Justice League, Batman's Justice League, Batman and His Amazing (Super) Friends, or Batman and the Super Friends.
For me, this is the best onscreen version of Batman thus far.

It's got the best gear and gadgets since the Burton years, that's for sure.

This was actually my least favorite iteration of Batman since Batman and Robin in 1997.
Granted, it has some tough competition with Bale (the best Batman ever) in the Dark Knight Trilogy and Affleck's first Batman appearance in BvS, but it just didn't feel right to me in JL.

The Dark Knight The Dark Knight Rises Batman Begins Batman Justice League Batman vs Superman Batman Returns Batman Forever Batman and Robin
Maybe Batman Returns could swap with Batman vs Superman if Is arch it again, it wasn't a bad movie. Just plain weird.

Bus was a horrible Batman. Batman should have recognized the manipulation. He shouldn't have been so easily manipulated by Luthor.

Burtons batman still had the best costume, car and intimidation factor. Affleck and Bale try too hard.

Batman had the most lines and scenes in Justice League, yet still felt like a side character. He never really does anything and honestly, if you remove him from the movie he wouldn't even be missed. That should never be said of the best comic book character of all time. This was actually the worst Batman ever. BvS was a worse movie, but at least Batman was awesome in it.

Nolan's Batman is still in a different league to Hack Snyder's botched up messes.

I totally agree, and I think Batman in Justice League comes pretty close, much closer than everything in between.
In fact, Batman's first scene in Justice League is almost a note-for-note remake of the opening scene of Batman 1989.

I actually thought the suit was a step down from BvS. We finally got the gray suit, and they over darkened it here. Plus the new mask has this petulant frown.
That said, at least he wasn't a serial killer that couldn't do math. The Batman in BvS is like a hot girl with a horrible personality.
Bale is easily the best written Batman, his just falls short in the look and performance. If you took the scripts for Nolan's movies and combined them with Batfleck, you'd have the perfect Batman.

That's a reasonable assessment.

I have this movie in my DVD collection... and it's a fun movie... Although, I don't think it is "The Best", I was going to going to put it down as my vote, just for the fun of it... But, you beat me to it! Anyway... I Completely agree! Thank You darkpast for finding that, and sharing it with us!
