I've seen a mere 11 films from 1934 so I'm unable to contribute a ten best list... but for now The Scarlet Empress would be my top choice, followed by The Thin Man and A Story of Floating Weeds.

The Scarlet Empress “Howling Dog," along with “Lucky Legs” (1935), has the most complex mysteries and best surprise endings of the '30s Perry Mason films, even though “Lucky Legs” goes wrong by turning Mason into an alcoholic – although a charming one – who is trying to reform.
