Checked out a bit of SUPERFORCE and there is a scene that slightly resembles what you described. A Battlestar Galactica - like outfit and vocoder (like) voice. See Super Force Lifetime Movies youtu.be/W-BEM66oAiw?t=27m35sLink to costume imgur.com/a/9C8o5

I breezed through most of the pilot for Streethawk and it's sort of reality-based, no aliens. Cop on a bike is working with a "computer whiz". Street Hawk - S01E01 - Pilot www.dailymotion.com/video/x44vo33 No, it wasn't that either.

Agon, did you ever see "Beneath the Planet of the Apes" from 1970? If so, do you remember the part where Brent and Nova encounter the telepathic mutants? Is there any chance that you're remembering it and perhaps unconsciously combining it with elements of other films you've seen? It can't be that because the possible vocoder brands and models used didn't come out until around 1976. So 1976 is probably the earliest this film, tv-film, tv-pilot, etc...could've been released. However, it had an early to mid 80s look and feel to it. But thanks for the suggestion!

Have you browsed any of the Kamen Rider episodes?

Have you browsed any of the Kamen Rider episodes? No, not yet. But I will get around to it. However, do you really think that one of the networks of ABC, CBS, FOX (this may have been before them) or NBC would've shown that series specifically during primetime?

Probably not but anything's possible (a commercial, a videotape, cable tv, a news story about, etc...)

Oh wow I can’t believe this search is still going. I remember this from when I first was on IMDb. I’m sorry you’re still dealing with it. I have a similar dilemma about a specific TV scene and line from a show that I used to post all the time wayyyy back when I first saw this post on there. It’s SO incredibly frustrating.

Another mystery: Whatever happened to carlcarlson1? Good guy, helped a lot with these INTK mysteries (not that I would know anything about INTK mysteries, of course, naturally, definitely, certainly, yup…).

While I was also searching for an answer, I just came across this interesting channel. Maybe you should ask this youtuber for help as well who recently made a 6-part documentary on the history of the vocoders used on BG and how to reproduce the Cylon voice.
This part 1 of 6.

He spent 25 years searching for the original voice of the Cylons. Hopefully it won't take you that long to find your answer!

Did everyone give up on this topic?
There was an old series (like the Svenghouli thing) called Nightmare Theater that used the intro of Funeral for a Friend to open the show and then played some cheesy horror movie. I remember that's where I saw Ghosts The Still Walk, The Final Eye, etc.

He spent 25 years searching for the original voice of the Cylons. Hopefully it won't take you that long to find your answer! He replicated the original technology for the voice but he didn't find the original voice of the Cylon. He said he talked to one guy (Michael Santiago-I don't know who that is) but was told someone else was hired. Gary Owens was mentioned--he did the voice for a Galactica 1980 episode. My guesses are Alan Oppenheimer because he had a voice similar to Owens--but another possibility is Ted Cassidy because he was doing sound recording for Universal at the same time. He was working on the Hulk series.
Cassidy's voice is so distinct I am not sure it would be hard to miss but I assume the guy considered that already.
