I haven't seen The Mask since 1995, but that character was about 100 times worse than Jar Jar.

Worst = Annoying Off the top of my head, Mr. Yunioshi - Breakfast at Tiffany Amelie, can´t stand this character. Amelie is not the worst fictional character imo, but she is maybe the worst lead character. Frances Ha is up there too. Can't stand that character or performance. I may agree that Mr. Yunioshi is the worst character in movie history. He's so bad he takes the whole movie down with him.

Don't know why anyone would even find Jar what's his name annoying, or "worst". Doesn't make sense. Sounds more like someone afraid to show real feelings.
Lots of worst, but the worst is easily: Hannibal from SILENCE OF THE LAMBS
Followed by those he's just a clone of: Villains of Friday the 13th, Nightmare on Elm, Halloween, Saw, and all the other billion of idiotic "my sadist can out-sadist your sadist" dork club.

Josh Wheaton from Gods Not Dead. A unlikeable sociopath that is supposed to be the hero.
Also the dad from Accidental Activist. A jerk who rather stick by his bigoted ways and see his family and buisness go under rather than apologize.

I'll say Miguel, Russell Case's stressed out, unbearable son in Independence Day, portrayed by James Duvall.

The grandmother from Dante's Peak.
Yeah, man. At least she sacrifices herself so Sarah Connor and Remington Steele survive.

The lava flowed into a pool and morphed into the Terminator.
