I remember having a book with a photo from the 1890's showing young boys, who apparently had been swimming from a pier in NYC, and it depicted full-frontal nudity!
There was also a dock worker pulling a heavy canvas sack and completely ignoring the kids.
Now, if this scene had taken place nowadays, it's doubtful that the boys would be arrested for "indecent exposure", but it's more likely that someone would post pictures all over the Internet--especially on kiddie-porn sites!
I don't know if I still have that book; I'll have to check.
