Oh, easily It’s a Wonderful Life for me. A superb film, the clearest distillation of Capra’s vision, incredible use of light and shadow, and all-round incredible performances. The movie gets to me every year; it’s amazing.
A Christmas Story is fun, but I think that (ironically, if not unexpectedly, for a movie about family and small-town Americana) it’s commercialized beyond belief. The kinda movie you’d show to your friends and say, “Hah, isn’t that sweet and funny?” without thinking all that much about it—before we’ve now turned it into a cash cow. Good God.

They are BOTH terrific films.
Different moods, different themes, different treatments.
Cannot and won't compare them OR choose between them. It's like asking "Which is your favorite child ?
Besides which, "over-rated" is a meaningless internet concept totally without merit as a "film criticism" (imo) What does "I don't like it because it is over-rated" even mean ?

I've seen It's A Wonderful Life and it's a lovely movie but by watching poor George get constantly kicked in the teeth until the inevitable happy ending wears me out. A Christmas Story keeps me smiling from beginning to end and I don't think it's fair to call it over rated for the purpose of a poll. Do I smell bias?

I choose A Christmas Story 1983, not because I in any way dislike It's a Wonderful Life 1946.
I had never heard or been awhere about ACS until the first time about 5-7 years ago, when I was about to travel away for relatives, but it was snow chaos, and no buses or trains left and I was stuck at home and a TV channel showed it. I was surpriced at how entertained I was, as I usually is about childhood memories movies. Darren McGavin was so funny, touching, loving, caring, and how they solved their Christmas dinner by going to a Chinese restaurant was both touching and funny.
IAWL is stil a movie I like to watch from time to time. The whole Capra experience is still a joy to watch.
So choosing between those two movies was like a microinch from each others.
