The $XX.99 are purely a psychological thingy to make the unsuspecting public think that something costs less than it actually does. $4 something is much less than $5.
Best Buy does it so that when you get those wonderful award certificates for $5 you cannot spend it on just one sale dvd because those are priced $4.99 !
