It was sometime after the turn of the century when just about every other movie that came out of the Hollywood system carried the tag line: "based on a true story" (or inspired by or true events or some other variation). I've never really understood what is meant by this and why movie marketers would think this would make people want to see their movie.

I think it was an attempt to ride that wave left by historical movies that were big financial hits like Braveheart, Titanic, A Beautiful Mind, even Pearl Harbor. That sort of thing.

Hadn't thought of that. I was sort tending toward "if it's true then it must be a compelling story, so come see it" sort of thing, even if the premise could not be proved. But, yeah, trying to do something that had been a success before has been the business model of movie studios since the 1950s, so that makes sense.
