I don't know if such an album will ever exist, but the closest I can think of is the Blue Album by Weezer. Of the 10 songs on the album, I would rank 7 a 10/10, 1 song a 9/10, and the other two maybe a 6 or 7/10.

I haven't looked into it that much, but probably not. Even my favorite albums usually have at least more than 1 song in the 6 - 9 range.
