Ironically... Ferris Bueller.
He's a liar, he exploits and manipulates his friends, he exploits and manipulates his parents, I think he comes across as a bit of a sociopath. He's nice and friendly to people, but to me it always seems like that kind of glossy, fake niceness that you get from a used car salesman or a politician who's trying to get your vote. He never seems to feel a sincere emotion - except when Rooney finally catches him. And that goes away the moment his sister rescues him.
And yet, it's hard to hate him completely.

Martin Freeman's character from Fargo season 1. I mean the dude was terrible; he murdered his wife amongst many other awful things. But I was rooting for him the entire time.
Walt from Breaking Bad. I was rooting for him from start to finish.

Jaime Lannister. Pushes a kid out a window, fucks his sister, uses arrogant musings to deride people, is a bit looked down upon by his father and others as a bastard and traitor. Yet has an immense self awareness, expresses regret and remorse for his action and shows he does care when push comes to shove as well.

Pauly Walnuts from The Sopranos. A thug, thief and murderer. Loves his mother and his friends. Has all the best lines and facial expressions in the whole series. I just love that guy! Writing this is making me wanna watch the w hole series again, for the fourth time!

Apparently I'm supposed to hate Theon because he betrayed the family that held him hostage since childhood. Though killing those two kids was obviously bad. Then again, nearly every character on the show has killed, attempted to kill, or is responsible for the killing of a kid. Anyway, I like Theon. I also liked Littlefinger and a part of me was rooting for him even though he was a definite scumbag.
I always rooted for Tom the Cat and the Coyote as a kid just because they always lost.
The cast of Seinfeld are pretty much sociopaths, but they're also funny and their situations often relatable.

Mike Erhmantraut at least on Breaking Bad honestly. How is he dislikable? When did he ever harm anyone apart from bad guys?

I think Ferris was genuinely interested in helping Cameron break out of his shell. And I think he felt remorse when Cameron freaked out. He offered to take the heat for the car, so I think that makes him likeable despite his free spirit personality.

I was rooting for him from start to finish. Both those characters were sympathetic to me which softened their edges. Like you I was down with Walt from the beginning and never saw a reason to change my mind.

Frank Barone from Everybody Loves Raymond--he could be boorish, crude, rude, thoughtless, closed-minded, and argumentative. But he did pet that bunny every night. I guess he knew how it felt to be ignored by his family.

MURDOC on MacGyver (1985-1992). en.wikipedia.org/wiki/MurdocHe was a highly successful assassin, a master of disguises, extremely intelligent, well trained, dedicated, had a sense of humor, and was a photographer, and cared about his sister. He also had a supernatural-like ability to live through the deadliest of situations, that would have killed anyone else.

kimmy gibbler from full house. she was a good babysitter when danny and joey dressed up as ugly assed women who snuck into some sorority reunion and were arrested for stealing their mascot. dj had to go bail them out [how is that legal?] kimmy ended up babysitting steph and michelle and took good care of them.
dr Pulaski from second season of st:tng. she was snotty with data and was a little racist. but she had wonderful bedside manner with children. srsly, her with Deanna's son was as warm and comforting as the soup he was going to eat.
dr romano from er. there was a reason he was called rocket. his mouth as well as his hands. i always laugh out loud when he botches deb chen's name when she returns: swing my cat or whatever. he also would listen to whomever went above and beyond the call of duty to present a case.
oliver from brady bunch. he was as cute as could be and he was dumped on for literally everything. even things that 'could have happened to anyone'. srsly, i wanted to slap carol when she complained about him accidentally pulling out a row or so of her knitting. i don't knit but i do crochet and sometimes you have to unzip what you have done because a stitch doesn't look right. it is easily fixable and it's not like anyone is going to die because you had to redo a row! srsly!
