Let's not include CGI costumes or costumes heavily enhanced by CGI, so no Hulk, Korg, Ironman, Warmachine, Vision, etc.
So that said, which MCU character has the best costume? Ideally, the best costume is the one that can blend a bunch of different criteria together like: *quality of construction *creativeness of design *practicality of costume *faithfulness to source material *wow factor *attention to detail *and a bunch of others

Steve Rogers's strike suit in CAPTAIN AMERICA: THE WINTER SOLDIER Clint Barton's long sleeved get up in AVENGERS: AGE OF ULTRON Loki's asymetrical get-up in AVENGERS and THOR: THE DARK WORLD Thor's costume for the second-half of THOR: RAGNAROK T'Challa in CAPTAIN AMERICA: CIVIL WAR
Honourable mentions to: Peggy Carter's WWII uniforms & her red dress in CAPTAIN AMERICA: THE FIRST AVENGER, Frigga's armored dress from THOR: THE DARK WORLD, Maria Hill's uniform in CAPTAIN AMERICA: THE WINTER SOLDIER, Dum Dum Doogan with his bowler hat and ugly sweater in CAPTAIN AMERICA: THE FIRST AVENGER, and Sif's armor in THOR: THE DARK WORLD.
(I will say I loved Wanda's MCU/Movieverse costume way better than the comic book version's funky bikini.)

Maybe Thor but there's a lot to choose from. Also, how's Iron Man's suit enhanced by CGI?

It's just that I always felt his armour was designed realistically, making it look like it was made in real life.

He does have a full costume that he wears here and there, but if you look at the costume in behind-the-scenes photos you'll see that it looks very plasticy and doesn't look as polished when shown on screen which means digital alteration. And like I said, a lot of the times he doesn't wear the full suit for scenes like this:

I remember a long time ago when the "suit" RDJ had to wear was quite heavy for him, but that was back in '08 in a video I saw. But now, it's enhanced!

The fact that I can look at Captain America's without laughing is an achievement in itself. I'd give it to his.

I mean. The correct answer is Iron Man, right? Just broadly speaking. But, under these constraints... maybe Peter? The under-arm webbing and general look of it tonally walks a line of working with both the MCU aesthetic and the old school Marvel look. So him, I guess.
But it's Iron Man.

Ironman has too much cgi enhancement. Wouldn't be fair for the others who are mostly dependent on a physical costume.

Iron Man. Regardless of the technology used to create it. It looks the most awesome on screen and is very true to the comics.

Watching Civil War again the other week I realized how boring most of the MCU costumes are. Spidey looks pretty good. Panther looks cool. Ditto Ant Man. Iron Man is great. So is Cap despite the change to a bland dark blue tint...
But everyone else looks bland and dull. That lineup of heroes at the airport should be more striking than they are. Vision is too drab. Wanda looks like a hipster working at a record store. Black Widow's outfit is generic as ever. And HAWKEYE... Well you know how I feel about HAWKEYE.

Underarm webbing all the way...
