Fort Apache – Ward Bond punishes his NCOs for drinking. As I recall, the four (Victor McLaglen, Jack Pennick, Dick Foran, and Pedro Armendáriz) spiked the punch at the fort social. I think it's in She Wore a Yellow Ribbon where the Duke offers McLaglen a drink. McLaglen replies, rather disingenuously, "I take no pleasure in it." But he magnanimously accepts the Duke's offer.

Had a friend who disliked Arthur (1981) because "Drunks aren't funny." Sometimes, they're not. And sometimes they are...very: Tony Randall spends about half of Send Me No Flowers (1964) blotto.  Intoxication figures into other Doris Day rom-coms. In Pillow Talk (1959), housekeeper Thelma Ritter shows up for work at Day's apartment every morning hung over and, in one memorable scene, drinks Rock Hudson under the table.  In Lover Come Back (1961), rival ad execs Day and Hudson sample a new product - a candy that turns to pure alcohol in the bloodstream after it's consumed - and wake up the next morning to find themselves unhappily married. In That Touch Of Mink (1962), Day prepared herself for a resort hotel assignation with Cary Grant by overdoing the spirits. Teacher's Pet (1958) - Gig Young and Clark Gable each tip the waiter to spike the other's drinks.  It's overachiever Young who ends up with the hangover.

I too, disliked Arthur (1981) and it was pretty much for that same reason. I think that the distinction between Arthur, who is a chronic drunk, and the excellent examples that you posted of the "funny drunks" is that the latter are drunk only briefly and occasionally as befits the plot. The basic plot is not that they are drunks and the viewer is being asked to find that amusing.
