I could see it working. Just make it so he's an infiltration unit that's made to look and act unassuming and play up the stalker elements that are already present in the film. Have him be more weird and creepy and slightly off than physically intimidating but still just as relentless and ruthless.
Sort of like Rutger Hauer in The Hitcher.
